The Future of Fripp Island Starts Now

Dear Single Family Property Owners:

This year the Fripp Island property owners have the opportunity to move control of the covenants for single family residential property from the Fripp Island Company to the Fripp Island Property Owners Association. Since Fripp is close to full development, this is an expected event and is common in most mature communities. The current covenants state the vote to move control of the covenants may happen only once every ten years. If we do not approve revising the covenants this year, the next opportunity is 2019.

The Fripp Island Property Owners Board of Directors, its Covenants Committee, The Fripp Island Company, and many individuals have worked to achieve an agreement on the amended covenants and its transfer to the FIPOA. We now have virtually unanimous support of the final document. A number of changes from the draft document dated December 2007 were approved at the December 13, 2008 FIPOA meeting. Now is the time for you to vote.

Remember that not voting counts as a NO vote.

The Fripp Island Property Owners Association Board of Directors is unanimous in their desire to have covenant control rest with the property owners.

The Fripp Island Company is in full support of the amended covenants and has endorsed a YES vote.

SIGNIFICANT REASONS TO VOTE IN FAVOR (YES) OF THE CHANGE:

1. The existing covenants for single family dwellings were established 35 years ago to protect the Developer when Fripp Island was largely undeveloped. We need relevant covenants that address the conditions on the Island today and into the future.

2. Covenants under the management of your elected FIPOA Board will protect the interest of the property owners since the elected FIPOA Board has the ability to determine building guidelines, and develop rules for safety, security, and property management.

3. The existing covenants allow the Fripp Island Resort (FIR) to control the Architectural Review Board (ARB) and, consequently, many of the development standards. Control of the ARB will transfer from the FIR to the Fripp Property Owners Association (FIPOA). The ARB board will be appointed by the FIPOA instead of the FIR. There will be three﷓year terms for the members.

4. With FIPOA control of the covenants, they may be changed more frequently than the current 10 year window.

Since property owners now have about 96% of the investment on the Island, they should have the leading role in deciding the standards and guidelines for the Island.

5. To make any change in the revised covenants will require more than 50% affirmative vote of the property owners. (Prior language read 2/3 of valid ballots received from 50% of Owners)

6. The voting will be one vote per parcel. (Prior language read one vote per Member no matter the number of parcels owned by a Member)

7. Language has been added to show that all reasonable efforts to collect from the violator will be exhausted before making the owner pay the fine. (Prior language read that the Board would collect from the owner after notice if violator had not paid). The POA staff will make sure to contact the property owner as soon as possible when a citation is written to a renter.

It is a New Year on Fripp Island and I hope that everyone had a safe and happy holiday. I want to take this opportunity to thank everyone on the behalf of the Security Staff for all of the assistance and support that you provided during the past year. It is the mission of the Fripp Island Patrol to provide a service to our community that enhances the security, safety, and the quality of life that we have grown to enjoy.

Safety and Security is everyone’s responsibility. Again this year I ask you to assist the Security Staff with your eyes and ears. Should you see or hear something that you perceive to be suspicious in nature, please contact Security immediately at 838-2334 and we will respond a patrol unit to determine if there is a problem or security concern.

If your neighborhood or group has a particular question or concern, please let me know and I would be happy to meet with them to answer any questions and discuss your concerns.

If you could help save a loved ones life by doing one simple thing, wouldn’t you?

It is imperative that all homeowners obey the 3-inch South Carolina house number law. This law requires all homeowners to place 3-inch numbers in contrasting colors on their homes. Businesses are required to have 4-inch numbers on all buildings. These requirements help the fire department, medical responders and police officers locate your home faster in an emergency.

In the event of a fire or medical emergency, please call 911, not the fire station or Fripp Island Security.

carol young, administratve assistantCarol Young is a native Vermonter who lived in Columbia for five years before moving to Beaufort in 1987. She has spent 35 years in the healthcare field, the most recent being employed for 14 years as the Medical Staff Coordinator at Beaufort Memorial Hospital. She has worked for the FIPOA for the past six years as the Administrative Assistant.

Carol has two daughters and two grandsons and is fortunate to have them all living in Beaufort. In her spare time, she enjoys her family, cooking, reading, gardening, and girls night out.

Audubon Club Members View “A Portrait of Where We Live”

male hooded merganser in waterAt its November meeting, over 60 Audubon Club members and guests welcomed, lowcountry photographer Eric Horan, who presented a series of his exquisite landscape and wildlife photographs. In his talk, Horan described his education as a photographer, starting in Colorado, developing on Hilton Head, and detouring to New York, where he understudied with well-know photographers. Besides his slide presentation, the speaker displayed examples of his publications, including his award-winning Lowcountry calendars and the volume, “Carolina Nature, A Photographer’s View of the Natural History of the Carolinas.”

bottlenose dolphin swimmingAlthough Horan has only recently focused on capturing lowcountry bird life, his program had extraordinary close-ups of familiar lowcountry denizens, including nesting pelicans and hummingbirds, painted buntings, bald eagles, osprey grasping their prey, flying ibis, short-billed dowitchers, wood storks, spoonbills, Merganser ducks, and herons. Horan detailed the methods that he employs to capture subjects in the Ace Basin (a ladder perched on his Boston Whaler), and to photograph the natural behavior of birds (a photo blind). While he also uses a kayak to shoot wading and swimming birds, he lies down in the sand on the beach to “gain the confidence” of shore birds and ghost crabs.

Upcoming Audubon Club programs will include an update on Hunting Island, on January 22nd, and a presentation on amphibians and reptiles on February 19th. In addition, a tour of the ACE Basin is scheduled for February 5th, and a workshop, “Birding 101,” will take place at the Hunting Island Nature Center on March 4th.

This may be old news, but we want to report that the annual Health Fair in October was a huge success!! 150 flu shots were administered and many helpful diagnostic tests were done. These included blood pressure, cholesterol and PSA tests. Watch for another Health Fair in 2009!

November’s meeting with the program by Garden Gate Nursery gave us many holiday decorating ideas. That Tommy is amazing to watch at work!!!

If you haven’t purchased your 2008 Fripp Island Phone Directory yet, stop by the FIPOA and get one for just $10. All the money goes to the Women’s Club.

reverend jerry hammettThe Community Centre held a gala event in November to honor Jerry Hammet, our own retired minister, who has served for the past ten years as a pastor to so many on Fripp. At a $100 a plate dinner at the Community Centre, one hundred and thirty Frippers joined in contributing $12,000 to Jerry’s favorite charities. Jerry decided to float one of Heifer International’s arks which provides animals that will multiply and improve lives for people who are living in poverty and hopeless situations around the world. From the gift of an ark, thirty families receive gifts such as cows, sheep, oxen, goats, and chickens, and agree to share the offspring of their animals with neighbors. And through Doctors without Borders, the donation from Jerry will vaccinate more than 7,000 children against polio, measles, whooping cough, and other diseases.

By much planning and conniving, Max Stubbs, who chaired the event, managed to surprise Jerry, who later commented that we may have had to wake up to a headline that read: “Presbyterian Minister Killed with Kindness and Affection.” After a delicious meal prepared with invaluable volunteer assistance from Harry Merrill, Jr., there was roasting and toasting of Jerry as well as songs that included an original version of “Hello Jerry.” Patty Patek captured the spirit of the evening in her remarks when she reminded us of all the weddings, baptisms, funerals and Easter sunrise services that Jerry has performed. She concluded: “Who blesses our fleets and says our dinner prayers, and holds our hands or gives us a hug in time of need—Jerry. Every village needs a pastor and we of all faiths here on Fripp recognize this man of God, a friend to all, our pastor, Jerry Hammet.”

The FICC has had a most eventful 2008 with the completion of a lovely expanded chapel, a beautifully enlarged fellowship hall, a library that has almost doubled in size, and a larger, more efficient and attractive kitchen. As we turn to 2009, the FICC Board realizes that our country is facing difficult economic times and thus has presented a lean budget of $88,450. The primary source of income for running the Centre comes from donations, thus the Board is asking all property owners to assist with a contribution to the operation of this wonderful facility that serves as the hub of our community life. On February 7th at 9 am at the Community Centre we will be holding our annual meeting. We hope that you will plan to attend.

The Fripp Island Resort christened its brand new catamaran the Fripper II during the Thanksgiving Kids Fishing Tournament.

The Fripper II is the new excursion boat that will provide many wonderful cruises in the upcoming season. It seats 49 passengers and 2 crewmembers. During the ceremony Pastor Jerry Hammet gave a blessing for the new boat.

Our boat and land yacht trip to Dockside on October 2nd was enjoyed by 89 members. Fleet Captain Rich Combes and his assistants arranged for good weather, calm seas and good food.

The Annual Meeting was held at the Community Centre. We used all the new and old space as over 130 members enjoyed the best pot luck food on the island. Fritz Bertz, our Base Captain, his assistant Rick Raible, and their wives, Lynda and Emma, led several people in making the arrangements and decorations. In addition to general business, we elected the officers for the coming year.

On November 28th, the FI Yacht Club participated in putting on the annual Kid’s Fishing Tournament at the Marina by registrering, cooking hot dogs and hamburgers, and weighing fish. In all 156 Fripp Kid’s participated and lots of fish of all sizes were caught. This is one of the most fun events we do each year.

In December, we had two of our most popular events. Our holiday luncheon at the Dockside Restaurant on December 4th included a toy donation to Toys for Tots as part of the price of admission. The following evening our members lit up their boats for the Boat Parade at the Marina. Each year the boat owners get more creative and parade crowds get larger.

January 24th is dress-up night for the Yacht Club. The Commodore’s Ball includes dinner and dancing, while introducing our new Commodore, Curt Blake.

Membership in the Fripp Island Yacht Club is open to all Fripp property owners whether you currently own a boat or not. If you are interested, please contact any member of the Board to obtain an application.

The 9th annual Thanksgiving Kids Fishing Tournament at Fripp Island Marina was what every parent wants a great cool fall day with the kids! 156 children from ages four to 15 not only had a fun day, but caught plenty of fish. Watching little kids two, four, six, and ten catching many Spottail Bass over 4 lbs really warms the heart. Another interesting fact was there were more fisherwomen than fishermen, that’s right the girls outnumbered the guy’s. All the participants received prizes and T-shirts.

The prize winners won trophies and fishing rods and reels, Marina Director Lewis Turner thanked the many people who helped with the tournament as well as the Fripp Island Yacht Club for their financial and organizational support. He also thanked U.S. Food Services, J and R Ice Cream and the Fripp Island Club. Jan Mackey won the largest Spottail Bass at 5.5 lbs., Griffin Harkin and Lydia Lupo placed second and third. Peter Tilton won the largest Trout at 3.4 lbs, Natalie Miles and Anna DeBenedetto placed second and third. Mason Harmon caught the largest Flounder at 6.60 lbs., Jacob Workman and Wiley Thompson placed second and third. Jake Rayes won the largest Croaker at .75 lbs., Lindsey Rayes and Michael Wolfe placed second and third. In other category, was our marina dock lunker that everyone tried to catch all summer but 6 year old Kevin Mackey caught and released the black drum that weighed in at 13lbs. Madison Harmon and Carter Lewis placed second and third. We also want to thank the parents for a great day of fishing with the Kids. In covering this tournament for nine years, we have gone from 26 kids in 1999 to 156 in 2008, our little Fripp Island may have one of the largest Kids Fishing Tournament in the U.S. and that’s why we call Fripp Island a “Salt Water Paradise.”

Fripp Island fishermen have seen a large Black Drum Fish, around the docks and have tried to catch him without sucess. Six-year-old Kevin Mackey caught this lunker during the tournament and took home the winning prize for the ldquo;Other” category. Kevin released the fish to live another day.

FRIPP ISLAND SEA RESCUE

For the two-month period ending November 30th, we responded to only one emergency, which involved a 20 ft. vessel that had a dead battery. The boat was towed to Fripp Island Marina with no further problems.

Our training program with Coast Guard helicopters continues to be conducted in Fripp Inlet during nighttime hours.

This issue of Splinters will cover the November 8th and December 13th Board meetings.

At the November meeting, the board reviewed the Long Range Planning Report and reminded everyone that each committee should use the information going forward. One area that should be addressed soon is the beaches, since so many owners (98%) feel they are very important. The Board tasked the GM with creating a resolution for a non standing beach committee for the December meeting.

The Rileys presented information regarding the fees owners of rental property pay to the Club. The Board thanked them for the information, but pointed out the FIPOA does not have anything to do with Club.

The proposed Covenants issues were discussed once again – an agreement to change voting procedures was reached with the developer, Fripp Island Company.

There were two resolutions at the November meeting. One was an update of the Salary Administrative Plan, which was approved by a 6-4 vote. The other was for adoption of a mission statement for The Trawler. This one was referred back to the Trawler panel for review.

The December 13th meeting was the last forum for discussion of the proposed single family covenants. Many owners were in attendance and gave input for changes. The Board listened to all, and made substantive changes to the final document. The resolution to approve the Amended Restated Declaration of Covenants (ARD) was unanimously approved by the Board. By the time you read this, if you are the owners of a single family detached dwelling/lot, the ballots will have been in your hands for a few weeks. If you have not yet voted, PLEASE DO SO NOW!!!

Other resolutions at the December meeting:

• Appointment of the Non-Standing Beach Committee to determine authority to maintain cleanliness, health, safety and security, appearance, condition and renourishment of the Fripp beaches.
• Approval of an expenditure of no more than $9,500 to build a bulkhead at the Sawgrass bike path. Erosion is wearing away the earth under the asphalt and OCRM will issue an emergency permit for the work.
• Approving an Agreement for Assignment, Reservation and Abandonment of Certain Declarant and Company Rights. This agreement will transfer some authorities from Fripp Island Company to the FIPOA to go along with the revised covenants, should they be approved by the single family owners.
• Set the Voting procedures for the Amended Restated Declaration of Covenants (ARD). The vote will be by mailed ballot. Each lot will receive one vote.

Congratulation go out to John Crouse and Pete Galloway, the Men’s Fall League winner and runner up. The Men’s Spring League will begin February 10th and the Mixed League will begin February 12th. Anyone who is interested in playing or being a sub, please call the pro shop 838-1504.

It’s that time of year again for our annual court reconditioning. This process takes roughly two weeks (weather permitting), with four courts being out of play each week. Planned dates are January 26th- February 6th.

The Spring Clay Court Championships will be held February 27th- March 1st. This yearly event attracts more than 130 players from all over the southeast. Participants must be a member of the USTA and there will be events offered for age groups and NTRP.

golferThe Fripp Island Women's Golf Association held the "Rally for the Cure Tournament" October 21st. There were 130 players and over $12,000 was raised for cancer research. The format was best two balls of the foursome. First place with a score of 29 under par were: Paul and Judy Hummer and Glenn and Teresa Hergert who tied with the team of Stewart Mitchell, Joe Plumer and Jan and Jim Pringle. Play was followed by a chili lunch in the Newhaven garden. Major prizes were a round of golf with Char won by Bev Fineis, a cruise for 37 on the Fripper won by the Hroncichs, and the grand prize donated by the resort, the trail fee for 2009, was won by Jean Kohlmayer. Tournament Chairs, Diane McGarry and Sandy Monje did a fabulous job of organizing the day.

The two day Member/Member tourney held in November was won by Bev Fineis and Chris Assaf. Pat Howard and Linda Young placed second.

Our awards luncheon on Nov. 18th featured Brian, Reed and Char giving out prizes and trophies won over the past year. Once again, our WGA Champion is Kathryn Wooley. Chris Assaf was recognized as the most improved golfer.

President Bev Fineis welcomed new president Georgie Mathias and her directors whose tenure will begin in January.

If one of your New Year’s resolutions is to PLAY MORE GOLF, come and join our group on Tuesday mornings! We play nine holes, have a fun scoring game each week and offer a stroke clinic after play.

We had a busy fall. A record breaking group of 9-Hole women golfers played on October 21st in the “Rally for the Cure” tournament. Our Co-President, Wylene Martin, won closest to the pin. On November 12th the 9-Hole men’s group invited our group to play a scramble at Ocean Creek. Following play, prizes were awarded with first place going to the team of Arlene Jacquette, Linda Sigafroos and Mike Virostek. The men then hosted a lovely luncheon at the Community Centre. Thanks to Wayne Kemmerer (President) and his team for organizing such a fine event.

We also had two more great Twilight Golf outings on October 30th.and November 21st with prizes and great food shared after golf. Thanks again to Peggy Blake and Maura O’Donohue for keeping this very popular event going. Our last big event of the year was a scramble followed by a Christmas luncheon on December 9th. This event was hosted by the Women’s 18-Hole Golfers. (Thanks for inviting us 9-Holers!)

Once again, we invite you to join us. It’s easy; just call Ocean Creek Pro Shop to sign up for Tuesday golf or for a forthcoming Twilight Golf event. We are looking forward to a great New Year. One of our highlights will be going to Dataw to play in a tournament in March. Come join us!

LADIES WIN 12TH ANNUAL PAR 3 CHALLENGE

golferThe ladies handily beat the men in the 12th annual Par 3 challenge at Ocean Creek on November 13th, 37 to 27. The teams were paired in teams of two vs. two as in years past. The course was set up with many varying looks from unusual tee spots to offer new challenges for the golfers. The men had won this event in '06 and '07 to narrow the history of the event to six wins for the ladies and five for the men. Now it seems that the men will have to win for the next two years to even the score. This popular event will be held next fall on the first Thursday after Labor Day.

Fripp Island Men's Golf Association

The Men's Golf Association has had a busy fall season, playing each Monday in October at Ocean Point and each Monday in November at Ocean Creek. Our annual Redball event drew a field of 60 golfers for the competition and over 100 diners for our traditional steak dinner. Returning the red ball in first place was the team of Lou Meek, Bob Hess, Max Stubbs and Jim Parks.

Our annual Member/Member tournament is contested over two days and is one of our three 'majors'. Winners of the prestigious red jackets were Charlie Warner and Bill Buschur, besting a strong field of 28 teams. Second place went to Perminder Bindra and Jim Travis, and third to John Derrick and Joe Plumer.

Our annual meeting and Turkey Shoot tournament was held on November 24th. Twenty one golfers won turkeys by virtue of team scores or individual skill shots. The overall team winners were John May, Sam Craddock, Jonathan Estes, and Ryan Craddock. At our fellowship lunch following play the members elected new officers for 2009 :
